I am a phone guy who came across a unique problem at a customers location. The have a NEC Electra Elite 192. Anytime a call is received and transferred off-site to a cellphone, homephone, etc., the volume is extremely low. They do not have centrex. Does anyone have any clue as to why this is happening? I've been in the industry for a while and have never come across anything like this. Any help would be greatly appreciated.

Is the Phone System Transfering the Call or Is the Person answering the Call doing a Recall and Transfering through the Line Provider?

I believe its the latter because when I had the customer recreate the problem they transferred a call from my cellphone from an ext to another cellphone using a live person.

you'll need to change the PAD settings in prog 3-29, 3-30, 3-31 and 3-32 for each trunk.

Yes they are analog trunks and I tried changing the dB pad settings to no avail, although in the lowest setting(-3B) the receiver could faintly hear the caller and the caller can be heard perfectly. Any help would be greatly appreciated.

It Sounds Like (to Me) that the Customer is Pressing Recall on a Incomming Line Like Line one,dialing a Cell Number and Hanging up or Waiting for that Person to answer then hanging up after telling them they have a call.( Is that Correct)? if So, when she Transfer's the Line It free's up That Line the System No longer has Control over that Line.

Yeah, when the call is transferred it hangs up the initial call and rings new to the cellphone selected. So would this lead me to believe its an issue with their provider?

Yes This would be a Provider Problem, after the customer Perform's the Transfer the Line is No longer on Site. The Phone System no longer Control's it's Volume or anything else.
