Keeps going down? So, it runs for a while & drops? Sounds like a cabling issue or provider issue. I always have a spare PRI card & clock module handy to swap out, that way the customer won't think the return calls are your equipment. If you need a spare, let me know. Layer 1 error is what you will see when the d channel is lost.

The last time the PRI went down we lost the dial tone when you dialed 9 to get out. The calls still go out though.

Layer 1 is Physical layer -- wiring.
Check your wiring. Do loopbacks. Try a different card slot/punchdown. Check your jacks, etc.
The fact that it's intermittent suggests that it might be a jumper or cable with a break under the insulation (insulation sometimes holds it together, sometimes lets it separate.
Also, check the alarm type. Red Alarm on T1/PRI means that the problem is HERE, Yellow means that it's at the Telco.

Check the amp cable on the side of the ksu, there's only the velcro holding it in, make sure it's seated 100%.
