We have been able to change the time on our NEC Dterm80 voicemail system from the administrator phone using the instructions press Speaker 728 + time then Speaker, but now when we push Speaker, we get a busy signal and cannot change our time on the phones?

This feature is only on phones with the ability allowed in the class of service. It is not allowed at the default. If it suddenly stopped, you are either trying it from a phone that does not have permission or someone has made a change in programming. Also, this is only for the phone switch time, not the voice mail time.

For voicemail you will need to log in as system administrator (the way you would do to add or change mailboxes), then select "system schedule." It should tell you the time and ask if you want to change it; 1 for Yes, 2 for no.
