Every electronic device operates at many internal frequencies and engineers design accordingly. RCL circuitry passes what's needed and shunts what's not and this same principle is used in telephony as you well know. The issue with this facility is most likely a harmonic generated on the electrical power side. Resident electrical devices may or may not be effected but your laptop is "tuned" to that frequency. Show your problem to the facilities manager. Also, get your healthcare somewhere else!

Take a neon tube with you next time you visit. If it glows in your hand.......you probably wont have any children...
I would also contact OSHA...there is some leakage there somewhere. I like the idea of starting the laptop outside and bringing it closer. If it is bothering your laptop its probably messing up other equipment as well.
