I'm thinking that 1 T1 between the two using MCDN and CDP will allow full access to the others outside lines depending on what dialing plans or restrictions are placed on the remote system...I'm usually wrong....

You could get both CO trunks and tie lines on 1 T1 by using drop and insert CSU's, just get a frac. T1 w/telco trunks to each site, and a point-to-point span between.
