For basic testing, we use a STM-8 from the Siemon company. Somewhat low end, but it has a variety of functions.
For clients that pay extra for the service -- we use a penta scanner, which I believe fluke bought the company that used to make the penta scanner.
The omni scanner from fluke is basically the newest one in that series.
The 4000DSP model is fairly nice, I don't know too much about it.
For a cheaper solution, that's close to the STM-8 but has more functionality -- I like the Fluke Microscanner. It has TDR in it, so you can get distance to fault readings, which are helpful... and it has a few extra tricks up its sleeve.
If you want the ultimate, that is the quickest and gives you the most info... go with either the newer fluke series testers, or my personal favorite: Agilent's WireScope 350.
Has fiber and copper testing capability.
It has the most tests, the most graphical and ease of use, and also gives you the most feedback out of any of them.
I've researched the device a lot -- they're out of control, way cool.
