Try disabling Java on your laptop Mark, I found that the latest Java updates are what cause USB and Serial port contention.

I'm aware of the control panel and device manager settings, thanks, they didn't help this one usb to serial cable.
I didn't disable java, didn't even think of that. The new cable has been working fine so all is well. Thanks.
