I am trying to find a way to tenant partition a FXII system and key voice. I have only worked on Comdial for a little while and not sure about their termonology. Have tried CFOS but with no success

If you are trying to use the AA function for 2 different companies, then voice mail line id may be what you seek. Some translation may be required with the vm. The FXII does not do true tenanting. You can modify some parameters like page zones and operator parameters but they will always be able to call each other. CFOS is pretty straight forward once you do all the programming. You are limited in the outdial digit string to sixteen as I recall.

It's very do-able, however, jwooten is correct. There is no Tenant service, per se. If you know the FXII programming and Voicemail programming well enough, it should not be a problem to separate them as much as the system will allow you to. There are definitely areas which cannot be separated, but you can get pretty close to tenant service. Actually, since some tenant services draw a definite line between the tenants, where they can't even call each other (often not desired in certain tenant situations), this provides you a little more flexibility (although you can prevent them from calling each other using blocking).
