I have a DXP phone system. users at one of my sites can call out by extention to any other building but no other build can call them by dialing an extetion.
the dxnet card at the site looks good, no errors. the dxnet card at the hub has the sync, blue, and red lights on.
I am not a phone guy, so not sure where to start.

That is the card showing a circuit alarm.

It means that card is not seeing a functioning T1 connection to the far end....no connectivity.
