I have an application where a customer is asking for a multi-line cordless - they need the ability to answer, place on hold, pick-up from hold, etc. multiple lines and calls.

System is OS7100. Have looked at the wireless IP handset but it doesn't really provide the call handling (multiple calls) capabilities the customer is looking for.

Any suggestions?

Your ONLY solution for the what you have described are the WIP phones. We have them at a medical clinic and they work fine. However, I would not give them to people who are going to be using them instead of a desk phone. The WIP phones are great if you are away from your desk, but they are like cell phones. Would you want to spend all day answering ALL your calls on your cell phone.

One not-so-great possibility is to put in a four port single line card and buy one of these four line cordless phones (they exist here and there, you can google for them) and put the four extensions to the cordless phone.

You can put each new call on hold and use flash to transfer the call. The 4 line cordless phones are not high tech but this can be made to work in a kind-of-ok fashion.
