When you push line 1 (701) button down the LCD states out of service I have checked for lose connections 3 times on punch down block pulled wires and repunched still no success. Since I have roll over thru the phone company on the punch down block I moved line 1 to line 2 position / line 2 to line 3 postion / line 3 to line 4 position etc. Now my phone lines all work they just start to the right 1 button making the first button in active. My question is: Is that a bad card or programming if bad card which one. "Samsung DCS Compact with 24 button LCD handsets"

It sounds like you have a trunk card with a bad port.

back to the basics, do you check the line from the outside phone co. and see if it is dead or alive with a telephone test set ??
If you don't have one take line 2 that you know that works and put it in the line one position.
If the line works now that tells you the outside line that was in position line one has a problem.
if it does not work then you have a problem with the CO line card.

fone32, If he moved the line to a different port and it works then it isn't the outside line.He's already done the work.
