ISSUE: When calling a toll free number with call prompting serviced by AT&T from an OS 7400, AT&T does not receive any digit tone, and therefore does not detect any key press.
According to the AT&T techs that I have spoken with the 7400 needs to be updated so the 7400 will recognize the PROGRESS message being sent by AT&T in ordeer to establish the audio path.
Can anybody help with this issue?

Go into programming --- and turn on ISDN PROGCON. This will let DTMF digits go thru on PRI calls if that is the issue. OOPS did relize the error.

What mcrackin said is correct, if you are using a PRI.
