I hate to jump on the band wagon here but...
Programming a PRI is not something a non certified tech should be doing. There are many many things that can go wrong so I understand your concern. But you really should have a tech onsite when this happens.
The LEC providing the circuit should have told you that. And they do so for good reason, they have many many years of failed cut overs to draw from for experience.
With that said, The only place you will see what is failing and why is in the error log. That log will tell you exactly the same thing as tap from the provider. Your alarms will be coded by color and severity. Unless you own a Tbird or other protocol analyzer there is nothing you will be able to do except tell the LEC "its down".
For the considerably low price for service call it will save you an untold amount of money and down time.

4) Have the Telco and the vendor there at the same time. Once cut over Tax the card by simultaneously picking up all 23 channels and making a call if you can.

That is the concern of the telco, if they do not provision it as you ordered. They have to deal with it. It is only out of their hands after a successful cut (working circuit) :thumb:
