I'm working on a Samsung Prostar DCS Compact Telephone System. When incoming caller doesn't make extension selection and just hangs up the line is siezed. When Line button is pushed busy signal is heard. Why is this happening and can I fix it? Keep in mind this is the first Samsung phone system I have worked on.

Carrier is not sending a disconnect signal. Test by making out bound call, have far end hang up and see if your end returns to tone. If not contact carrier.

Bobby is right on. You can monitor that line with a analog multimeter and look for a loop open disconnect. The Samsung system is factory set for greater than 400ms loop open. If it is 350ms, for instance, we will only register it as "noise" on the trunk and not hang up. You may try reducing the amount of time we require for disconnect, in the event telco is sending close to sub 400ms but that is rarely the case, but its worth a shot.
