Client wants to hear MOH while a call queue rings stations trying to find an available agent. Is it possible? The only thing I see that even comes close is Transfer Ring Back MOH...

Any tips?

Yes you can have music in stead of ringing you need a music sourse and do it via programing

You found it in your first post.

Transfer MOH, turn this on, and instead of RBT you will get MOH for the ring whilst its hunting.

The MOH source is determined by the trunk/did number the call rings on.

Yep, I knew what Transfer Ring Back did. I think what his best option is is to have his agents log in/out. What's happening (as it's supposed to) is the system is finding an available agent and ringing the extension, thus ringing on the other end after the transfer happens.

He wants MOH to play until someone picks up and I just don't think that's possible without logging in/out.

Look for trunk auto moh. It will connect a inbound caller to moh until the call is answered.
