Does anyone here know where I can rent a t least a 3/8" rodder to get through a 4" conduit 3 90's and an offset? I have been searching Google with no luck . I found a few places in cali that rents them. I tried a regular fish tape , modified fish tape, shop vac and a rat with blowing air in it to boot. What's in there that's blocking you and how long is the run? I have to ask if anything is pulled on there now, hope not.

There is currently a 50 pr cat3 and a 6 strand mm fiber in it and both are being used in a plant that runs 24/7. It is run in the rediron above a clean room about 30 feet up. 4" emt with ss connectors.

You're likely to break something (probably the fiber) with the rodder.
How bad would it be to install the cable new? Either with or without conduit.
What are you trying to put in? Maybe you could use some pairs from the Cat3 50 and install T-Carrier. Would that help? Even with the components it might be cheaper.
Let us know - we can help!
If you're not lucky you could wind up with no service and having to replace the current service.

Sam, I am going to pull in a 12 strand fiber to replace the 6 strand and it will go to the new rack in a rack mount LIU. It is only 120' run in the 4" conduit. The thought of using the 50 pair has crossed my mind if I could get them to give me a window of about an hour or so. I have pics of this job in the ugly cabling thread.

Your fish tape is probably wrapping around the other cables. I know you said you tried the vac but that seems like the best way to me. Put your shop vac on one end and seal it tight with duct seal. Tie some cotton balls on a string, 5 or 6 cotton balls about 3 inches apart. Let the vacuum suck it through if it stops pull the string back a few feet and try again. I think that's your best bet. Mark your string so you know where you are.
