I do know that most of the Caribbean and Mexico follow US standards and use American materials for the most part. I'd like to think that Central America does the same.

When I worked for GTE CS our "big" work was building private networks mostly utilizing the GTD-4600. these included IBM, GE, Westinghouse, Kennedy Space Center, etc.
And the Venezuelan oil cartel.
Before Chavez nationalized the oil industry the Venezuelan petroleum business had us install a private network throughout the country. One of the reasons was the low level of technical expertise available in South America. This was in the '80s and when I went to school for the 4600 there was a guy in my class who was from Venezuela and was being trained as a switchman. (Neptaley Ramirez.....amazing the unimportant stuff you remember...).
I'm sure technology down there has advanced in the last 20 years, and no, Venezuela is not Peru. But neither is Argentina, where we had another 4600 or.... or.... But you get the picture- it's not another planet.
Like Ken said - go check with the Peruvian consulate. I'm sure they will at least point you in the right direction.
