Hi,
I was wondering is there a test # to find out who your local provider is? I got (AreaCode)700-4141 but some sites area stating its for intralata checking. Is that the same for local too?

If you press "0" you'll reach your local service provider's operator. "00" will route you to your long distance service provider's operator.

not always, for instance we have local with at&t but when you call 0 we get verizon not att.

AT&T is reselling Verizon in that situation.
Back when the company I work for was reselling Verizon's dial tone, if a customer dialed "0" Verizon sent the call to a "greeting" that announced our company's name and Verizon's system/operators acted on our company's behalf.
Other than looking for service orders & other paperwork, the LEC might be able to provide some assistance.
