Have customer with shared tenant demarc legitimately concerned his lines are being monitored. Looking at new underground run to his shop but was thinking Comcast modem lines couldnt be tapped unlike any other service could. Am I wrong?

Tapping into the input wouldn't let them monitor anything.

You're letting the suspects off too easy. Have some fun with this.
Put a tamper switch in the NID cover, with a spare pair going back to your customer's alarm panel, and a wireless "smoke detector" camera over the NID, and then see who is actually doing what. It's still a federal offense, even with the dilution of all the other parts of the industry, to monitor another person's line.
