If the station is a member of the ELA group you can set it via PROG or from the station itself:
Dial #139, press DSS, #17718, ELA main number, Ring type (3/6/9 for Delay/No/Yes), ELA Line #, DSS.
The PROG is similar (D/N/Y not 3/6/9):
#17718 ELA Main# D/N/Y Line#
