We have an IDS228 with about 40 users.

Our area code (402) just switched to ten digit dialing. They overlaid 402 with a new area code 531, so now we must dial an area code before local numbers.

I have a fax machine on an analog extension that cannot dial out. If you dial 1+area code+number, I get message "you do not need to dial a one...". Dialing area code+number gets "your call cannot be completed as dialed".

Incidentally, I can just dial a local 7-digit number and the call goes through successfully. I can't explain why, because it should not work.

Any suggestions??

You say an analog extension has this problem. Do key sets have direct line access and work ok? Does the fax machine dial 9? What happens if you program it for off-hook select to a line group? Is it a T1? Are you using LCR?

Here's my 2 cents. I suspect you have no direct line access to test ahead of the KSU. We had a former CLEC whose "CALLED NUMBER PARTY FIELD" saw our Vodavi systems (almost Isotech) sending a Subscriber # instead of a National #. We had no way to change it but fortunately, were able to utilize LCR as a band-aid until the CLEC updated their soft switch. This may not work for you so you should determine what the provider is seeing from your equipment and act accordingly.

I found the problem.

On the analog extensions, Prime Line was set to 900. Apparently this is for the nonexistent LCR group.

I changed it to 901 and calls now go out the T-1 successfully.
