When you power up the phone, press 7 & 8 simultaneously. This will get you to the admin screens. simply follow the arrows for the right area. the phone can use DHCP in which case it does not need an address. The IPRC you are connecting to must be Static IP and some programming is required there as well.

How do I connect the IP Phone+ in my home (using Comcast Internet) to connect to my office system? That is, does the IP Phone+ require a static IP address to make and receive calls? If not, what address do I need to program in?

For your IP phone to work properly, you need to know the address of the IP card at the host site and you need to have it reachable from a public address (more than likely - unless you have control over the routers between you and it). If the IP card is not set up for public connections, you will not be able to get to it.
As for the home network, we have several installed behind cable modems with multi-port switches but we usually set up a private (192.168.x.x) network as the cable companies rarely provide more than one public IP and it often changes.
Your local Inter-Tel vendor should be able to explain all of the necessary connections.
