My typo mistake...the system defaults buttons 13 to 24 as Dss keys.
If you can verify remotely that the programming of your dss keys is correct, then I have to guess that your customer is pressing the wrong key.
If the user is pressing the correct key then only one thing causes a fast busy, the key is not programmed correctly. The phone will ring even if it isn't plugged in (the analog port takes over except for sta 100) and active if the key is correct.

BUSY SIGNAL!!! I've never hated the busy signal more than I do now!
I made it out to the site and my flex buttons 9-12 are programmed correctly. Their light lights up when you pick up the phone and everything. If I want to page another station by just picking up the phone and hitting its flex button, I get the busy signal still. I have already changed the 'Station Base Programming' Paging option to on.
My "ALL PAGE" flex button (22) seems to work, but nothing comes out if I say something. When I pick up the phone and hit Flex Button 22, I get two beeps and then I try to say something but nothing comes out. These two beeps I believe are not 'warning beeps', bc I only hear them on my phone and nobody else's. Same thing is happening to my 'External Page' Flex Button (24). Two beeps then nothing. When I try my "Internal Page" for all the phones by pressing Flex Button 23, I get the immediate busy signal.
There has to be something somewhere in System Base Attributes or something similar that I'm missing that has to be turned on. I mean besides missing something like that, I don't know where else to look guys...

I suggest you reinitialize the system and start over.

Ok, here is the update.
Derrick, you sir were correct! After digging through this system trying to figure out why the hell 'Page' wasn't working, I finally reinitialized the system. And Voilà!! I now have paging!!
I don't know where or how the programming became so incorrect that I locked the system out of paging capability.
Anyway, everybody thank you for your help! It's a huge relief to get that problem off my back LOL!!

You need to have a system in the office with all phone types. Work with it. If you know how the system works then Remote will be much easier.
