The co lines on the attendent stations are blinking 3 times then pause and repeat, this happens when lines are idle. I have changed the attend to another station and still happens. The only line that doesn't bling is co 7. Driving the Receptionist crazy. Any ideas?

Are the lines accessible for outgoing calls? If not, it sounds like someone inadvertently activated the attendant lock feature which effectively places line(s) out of service.

Yes lines are accessible for outgoing calls.
