A couple years ago I inherited a site with an IPO 406 with a 400 module. At the time phone service was through a CLEC channel bank. About a year ago the phone service was changed to copper pairs from the LEC. A few weeks ago they went back to the CLEC. Until the last carrier change there were no problems beyond scheduling/timing issues with the cuts. There is a story involving an "IT Director" here, but I'll skip it.

As of the last carrier change the site is now having problems calling out. A call placed will go to a fast-busy after a pause on about every other call attempt. In-bound calls have no problem.

When the problem was encountered I went to the site and found the idle voltage at the block was 36V so the tech support folks worked with me to try to get the idle voltage closer to 48V but was unsuccessful. They decided to send one of their own techs. That tech called me the next day from the site, says no problem dialing out from his butt set. I asked what he reads for idle voltage and he says he can't measure that. Okay, they'll send another tech.... Eventually they were able to get idle voltage up to 40V and the problem persists.

To cut to the chase the CLEC says it replaced the channel bank. The staff on site says the problem still exists. I am quite certain I'll find the voltage well below 48V. The CLEC is pointing to the phone system as the fault.

What I'd like to know is am I right that the system will act strange if the line conditions are below some threshold? This is the only IPO I have in my stable, so not as much experience as other systems, and other systems will have problems with a 40V line. I was unable to find any info at Avaya that would give an idea of the tolerance of the 406.

Your problem is not likely line voltage, but quantity of lines. Sound like you have more lines assigned to your primary group than you have actual lines.

The number of lines didn't change, just the carrier, but I'll check that. Thank you for the reply!

IP Office has lines setting for problems like this.
Its in programing.
