For those who prefer summaries: I need the software to configure an Elite IPK system's voice mail.
Full Explanation: Hi there, I'm totally new to this forum, and really new to the phone system world. I recently started working for a friend who inherited an Elite IPK system from the previous tenant. Shortly after I started, the whole system broke, so we had a technician come out to fix it. He performed a reset on the system, showed me a few things about it, and informed me that I would need software to configure the voice mail. He said he would get it, we paid for it, and now a month and multiple phone calls later, still don't have it. We've contacted two other technicians, who refuse to let us purchase just the software from them without coming out and charging us for a visit to our office. We're not opposed to spending a little more on the system, but what they're asking sounded unreasonable. (Then again, I don't really know much about service for a system like this. Anyone know market rate for a tech visit in Southern California, OC area?)
I'm wondering if anyone knows of a place where I can get the software for free or for a reasonable purchase price? Also, as my browsing around has lead me to believe there are lots of helpful and knowledgeable people, I'm open to configuring the system myself if I can do so without the software. I was able to find some manuals online and configure everything in the system through the phone, except the voice mail.
Again, I'm not a phone system expert, so any additional tips or advice is welcome. Thank you for your time.

It's most likely Artisoft's InSync CoSessions that you paid for and didn't receive. You can find it around in different places...
But your voicemail can also be configured through the phones, by calling the System Administrator mailbox. Your vendor, who sold you the voicemail, should have told you the passcode and the mailbox (you would need this with or without CoSessions). If you are able to change the main greetings, for example, chances are that you have this information.

Thank you, I will look for the InSync software.
I do not have a vendor who sold me the voice mail. I inherited the system when we moved into the office. The voice mail system was working and we were able to program it from the phone. After the tech came out, he informed us that whatever he was doing (and I apologize for not having more details of what he did, I realize that would be helpful) would reset the voice mail, and that we would need software to program it back in. He said this software would be no problem to get, as anyone with an NEC tech login can download it from their site. We paid him, as a broker for the software, to procure a copy of it from a colleague who is a registered NEC tech. In addition, we are no longer able to program the voice mail from the phone as before.
Now I assume if the system was reset, but the appropriate whatever is still on the VMP(X)-U40 ETU card, that it was simply reset to default. If so, in what manual can I find the defaults for the voice mail system? I've tried the programming manual, which seems to have the most information, but it doesn't say much about the voice mail.
