I am not sure it is accurate.
There is no FREE service that will tell you what the current carrier is, only the original. However, Neustar controls the database that tracks this information. They sell it for a price.

Wireless SMS providers sometimes need to do the same sort of thing (called a "dip") to see what network/carrier a cell phone number exists on. It can cost as little as 1-2c per dip, but there's like a $3k/month subscription fee.
If you want the info, it's out there. But you'll be paying for it. I don't know of a FREE service that provides this data, and I'm guessing that sort of service is against the TOS of Neustar.

I usually just call AT&T, If its not there's they can usually tell you who is, if its coming in via there T-1
