In the 7100 is there any way to administer the dial by name directory systemwide? Or is the customer stuck with relying on individual users to update the info? Thanks.

As far as I have seen they are stuck relying on the individual user, probably a feature in case you misspell the person's name

You can do it through the admin tui with out needing the users password.

You can't look it up, you just have to know already which ones need to change. You choose subscriber administration, input the mailbox number, accept it, then choose edit this subscriber. Directory name input and name statement recording will then be options there.
