I have a strange problem on a new IP Office install. I have two numbers here that work to the end of the patch cords on my butt set, but when I plug them in to the IP office(any CO Port), I get voltage, but no dialtone. I have two other numbers that work no matter what CO port I plug them into. I have tried different cords. I can dial numbers out on the two that are not working, but they do not process properly(I get a bell intercept message).

We ran into the same issue you are describing a couple of years ago.
The specs on the lines from the CO where picture prefect, and after several vendor meets with the provider they said that there was nothing they could do to help, so we ended up getting a 3rd party analog to SIP converter and bringing the lines into the IPO as SIP.

Funny thing is,....... the lines worked fine on the customers ole Partner ACS, but would not work on the IPO.

So Avaya still hasn't got the IPO to work with POTS lines apparently. This problem seems to be another twist on the problem I was having more than a year ago and the reason I stopped selling Avaya. mad

At the time Mike came up with his work-around but I sure as hell am not going to pay nor would I ask the customer to pay for additional equipment to fix a major problem that the manufacturer doesn't even care to do something about.

My problem was the inability of the IPO, when picking up a call, to seize the line and break the ringing. POTS dial tone was supplied from a cable modem. When brought to Avaya's attention through my distributor tech support, their response was "the IPO doesn't support cable modems". Rarely will you find POTS lines these days that meet BELCORE specs even from traditional phone companies.
