Hello.

I was wondering if the same rules dealing with CLEC last mile for T1 data connection also applied to cable lines?

Or possible to a lessor degree, if a new ISP was running their conduit next to a neighborhood however it was prohibit expensive to build FTTH( fiber-to-the-home), would it be feasible to access the house via cable or does comcast own every piece of that cable line?

For example, do any communities, home owner associations, etc own that cable within the neighborhood or is it 100% own by comcast?

My understanding is that most cable companies own all cable lines & plant up to the building's MPOE. Inside wiring may or may not be owned by the cable company (more than likely not, because the cabling was installed by an outside contractor).

Cable companies are not currently considered a public utility, thus they are not required by law to open their plant up to competitors, unlike the telco/RBOCs/LECs. Therefore there are no CLECs on a cable company's plant. It would be kind of hard to do that anyway, where the cable hardline is a shared line.

In nearly all instances all cable and equipment is owned and maintained by the cable company. The only exception I can think of might be within a corporate or school campus where the cable company supplies them with bulk service and they provide their own distribution. But I don't even know if that's done any more because the cable company is held responsible for leakage.

Deltacom toyed with this idea a few years ago and got nowhere with Comcast on it. They were just going to resell the Cable internet , re-lable/bill it, and run a VOIP development they were working on over it.
