Caller gets an incoming call and just hears the systems main voicemail main greeting. Is it possible that they have transferred the incoming call previously to an ext. that does not have a voicemail box and it is recalling back to the operator.

When you say "Caller gets an incoming call and just hears the systems main voicemail main greeting" do you mean a extension?

I would monitor the lines, make a test call, when AA answers hang up and see how long it takes for the call to release.
