I am looking to interface to the dialer in ACT 4.0 using an axxess 4.4 system.
Is this even possible?

I assume you are referring to the built-in TAPI interface in ACT. Inter-Tel sells a TAPI interface client that you install on each machine and then configure ACT to use when dialing out. Your phone system needs to have a feature licensed called System OAI. Your local vendor can quote you that license and the TAPI software.
