Checked all the options for external call forward and device interconnections, abbreviated dial access?

The COS of the 'incoming' trunk needs to have the appropriate 'trunk to trunk connect' allowed in it's COS. It also needs 'abbreviated dial' enabled. In form 30, make sure the appropriate trunk to trunk connection is set to 'allowed' for any possible combination of trunks in your system. Assuming your speed dial index is correct, that's all it should take.

...and the speed dial index works, if you dial it from an internal phone? Change one of your admin phones to COS 8. Is it able to MANUALLY do the transfer your trying to accomplish?

Did you preceed the speed dial number with the ARS access code, like 9?

OK, so if you dial the speed dial bin from an extension, the number completes?
I'm just trying to get a handle on this. I have an ICP that uses the outdial all day long. It's a visiting nurse service and that ICP does more outdialing and conferencing than regular calls. I'm trying to follow your program to see what is either missing or wrong.
From Mitel Help: This form designates where calls received by Direct Inward Dial trunks will route based on Day Service, Night1 Service, and Night2 Service. Any incoming digit string can be translated into a new number and then routed to an answer point. There is no need for the incoming and translated numbers to correspond.
To enable digit translation, program Feature Access Code 67 (Digit Translation Table Access) on Form 02 Feature Access Codes. Then select a Dial-In trunk on Form 15 - Dial-In Trunks and program it to match the expected number of incoming digits (field N), absorb a maximum of 8 leading digits (field M), and use Feature Access Code 67 (field X). Finally, program the Digit Translation Table.
Note: If field X on Form 15 contains a number rather than Feature Access Code 67, the Digit Translation Table is not consulted. Instead, the number (up to two digits) is inserted ahead of the digit string before the call is routed to its destination.
