Have a client that has the IPK II phone system. It has the 1.61 firmware.
Curious what your experience has been using the PVA card and call quality with the IP based protocol? i could pick up a PVA card rather cheap right now. Is it worth it?
The other option would be to switch phone systems and move them to a Astrisk system. Your thoughts.
Right now they operate a small call center with about 8 extension. However that could be growing soon.

Why the big push for VOIP? What's the application and reasoning?

The quality is only as good as their network. As for the PVA card, make sure that is has the flash and licensing for IP phones and not the conference load. You cannot get the files or licensing anymore.

If they want to do VOIP SIP trunks upgrade them to a SV8100. I've tried SIP trunking on a IPK2 at home and with one of our carriers and had nothing but grief.
