I have a customer (a hotel) that has recently changed their policy regarding emergency phones. They have 5 ring-down phones(pool, lobby, etc) that currently dial the front desk when picked up. Now they are required to only allow 911 or 0 (front desk) to be dialed on these devices. Is there any way to restrict those phones to only allow those two numbers? I had no luck with this yesterday. Any help would be greatly appreciated.

Tenanting is one way to do it. That way, you can establish an ARS table that only passes 911 calls. Just make sure your tenant interconnection table allows cross connections between tenants.
Another way is Class Of Restriction. You can do some fancy restrictions there.
