Your biggest problem will be that you can't fully integrate due to the lack of licenses for suitable links.

So what would be the best option in order to achieve calling from NEC 2000 IPS to Asterisk and from Asterisk to NEC

you could go for an ISDN link but there could be problems with tromboning as there is no link reconstitution, it would work but could end up quite congested!

I should add that I have a customer who is transitioning from an IPS to a Cisco solution and they have just gone for an ISDN link. They are in early days but haven't reported a problem as yet. Perhaps they don't transfer many calls, however we can also add more ISDN links if it becomes a problem (DSPs my cost though).

The question is are you linking or transitioning?

I should have added that the ISDN cards would cost but because they are a valued customer, we would probably just rent or even loan them the cards to retain their business for adds moves and changes.
