I believe so normally yes. But, what you did was such a mistake I have no idea what it could have caused. Checking the arp is like networking 101 along with any firewall/managed switch that make have been stormed because of that loopback/conflict you created. There are a minimum of 2 IP's tied to that VOIP card. One is signalling the other is media gateway.

I still have not been able to get this thing working. I have rebooted both phone systems, and both Adtran routers. On my side, it goes from the modem to the Adtran to the phone system. There is nothing else on its subnet. I can see both Adtran boxes on the VPN.

Coral Tech - I am not very good with L2, but I see no way to check the ARP tables. I have rebooted everything, so hopefully that does the same in the end. Do you know the program numbers for the two IP addresses for the VOIP card?

10-12-09 has the private IP address for my system. I can access the system with PCPro and WebPro on this address.
84-26 - Can't check as that requires the installer login, which I don't have due to the previous installer going out of business. Currently looking for a way to reset it. I am hoping someone with a level 1 code can reset it for me.

And it gets stranger.....
I have my laptop plugged into the Adtran on my end. I can ping my phone system, my Adtran, their Adtran, but not their phone system. I had them put a laptop on their Adtran and I used Remote Desktop to access it. I then used WebPro on their laptop to access their phone system. I opened 10-12 and they have two IPs setup! The data port has an IP from their data LAN and the VOIPDB has an IP from their end of the VPN. They don't know how to get into the phone system, so this is the way it has been for years according to them. That should not work, right?

Well, I have to say I have a zillion questions. My advice is to get a certified tech in to look at what is actually going on and forge a relationship with a new dealer. This forum is great for specific questions but it's sheer speculation now.

Well, I finally have a solution to my issue. Apparently, when I changed the IP address on my machine, the system automatically changed it on the other system. That is why they had two address set in their system. We reset the IP to 0.0.0.0 and corrected the gateway and the system came back online.
