Under which program number is the voice announce override button set? When we dial a station programmed for Tone First, we hit 2 to switch to Voice Announce. I don't plan on changing this value, I'm just curious where it's set.

You can't change the 2 to be some other digit when switching from tone to voice announce. But you can restrict phones from performing that feature in class of service.
