is it possable on the OS to amend the system speed dial short code number plan? ie. from 500-599 to 000-199

I don't think so. Station speed dials are from 00-49 so that would also conflict

If you change the max speed dial block to 950, then assign that many blocks to the system speed dial, you can have system speed dials starting from 50
