My customer had a power outage and when the system came back up, database was wiped clean (less than 24 hours). I replaced the MCC, and the compact flash with new and was able to get the system back to a default state where modifications could be made to the database. I've tried two different backups and they result in the system going into a boot loop with H -. Interrupt makes no difference, other than occasionally it freezes at H - interrupting the boot loop.
So far, I have changed:
Bay MCC Program Card BCC
to no avail. The only piece of the puzzle left is the ID chip. Could the ID chip be the culprit here? Any advice other than shoot it?

When replacing the MCC and Flash, you need to first load the MOC before trying to upload a backup.
