I have a customer with TW telephone service and is experiencing a line release issue. I've contacted Vertical and was told I need to make sure the open loop detect time matched TW. Does anyone no what Time Warner is sending? I was told it could be any were from 400ms to 1200ms

Industry standard is 500-600ms. As long as your timer is set to be lower than theirs, you should be fine. I don't recall any CATV service provider ever adjusting this. Are you sure that they're sending it? They often say that they are, but they aren't. You will probably have to test for this yourself with a toner.
