We were hired by a new client to facilitate a cut over from AT&T GS/trunks to a newly installed Fiber IP Flex Circuit. When we put the new lines in we were unable to make outgoing calls. They were getting incoming calls but no outgoing. When we accessed the assigned line buttons there was no dial tone. The port card in the system is a 408 GS/LS card. My question is...would there need to be a programming change in the system if we are going from GS to LS trunks? Thank you in advance.

First hit on google "legend ground start to loop start" returns this very forum, https://sundance-communications.com/forum/ubbthreads.php/topics/90077/Legend_ground_start/loop_startAnd here's the answer, from Merlinman: The first choice under Lines & Trunks in Standard programming is LS/GS/DS1. Once you select that option, you enter a SLOT Number, and that's where you can decide if they are LOOP, GROUND, or ALL LOOP or ALL GROUND.
