The person being called hears static. This occurs on both CO and IC calls. It is random, not related to a specific card, cabinet or type of call.

If it's specific to only one person, try swapping out their phone (the entire keyset) with another one and see if the static issue follows the phone or not.
If it follows the phone, then start swapping out handsets, and associated cables one at a time to isolate the failed component.
If it doesn't follow the phone, try changing the line that connects the keyset to the wall jack. It may also be the wall jack itself or the wiring in the wall between the jack and the card in the cabinet.
I understand the issue is random so it will take some time to test these things.

I actually had the same issue at a remote site years ago - for us it was a daughter card that was installed on one of the IPRC's that wasn't configured in Session Manager. We removed that daughter card and the issue disappeared. Not sure how a daughter card on an IPRC effected all calls (CO and IC) but it did.
We also never determined if the daughter card was bad or if it caused the issue because it wasn't configured in Session Manger, but perhaps this will give you a starting point.
I would also suggest checking the ground on all your cabinets. They might all be connected at the same grounding point in your telephone closet or on your rack, so you may have to check the ground further down closer to wherever it goes, possibly in the dmarc for the building.
Hope that helps you - it took us a good 6-9 months before we finally demanded the local Inter-tel office replace every single card in our system to try and resolve the issue, and that is when they found the daughter card on the IPRC that we weren't aware of.

Racer X, 6-9 months? Nice. I'll check the ground. Both of our IPRC cards have daughter cards. They are programmed in Session Manager. Thanks for the tip.
SoCalJake, it is handset and headset. We so rarely use the speakerphone, I can't really answer that part. This may be unrelated, but I had a problem with some phones no longer having use of the headset. Unplugging the phones for a few moments temporarily fixed that problem. Also, my six line display was only displaying the top two lines. Unplugging it momentarily fixed that as well. These are keysets, not IP phones. I've heard no complaints from IP phone users. Yet.

Just to add to the bizarre nature of this problem, placing a call with static on hold, and then returning to the call, makes the static go away.

An Inter-Tel tech just gave me a tip. Static may occur on a system if an LSC card w/ a daughter card is attached to a system, but the daughter card is not programmed in the system. And vice versa. I recently swapped out an LSC card to trouble shoot a problem with our paging system. I've returned the original LSC card. I'll let you know if that fixed the issue.

That was it. The LSC card in the system did not have a daughter card. I had replaced it with an LSC that had a daughter card. Placing the original card back in the system eliminated the static.
