I have a client that has an OfficeServ 7200 connecting to a PRI over Fiber from the local ISP. When the ISP doesn't put in a manual override of the CLI, outbound calls do not work. According to their debugging, the PBX is sending an "Unassigned" CLI. I have 2.4.3 all filled out for all extensions in use. Inbound calls work just fine, but outbound calls do not work as they should unless they 'override' the CLI coming from the PBX inside the Adtran.
We are considering having the PBX terminate from the ONT instead of going through the Adtran, but we aren't sure if that will even help, and it's a bit time consuming to even attempt according to the tech.
Anything I can test out prior to that would be greatly appreciated.

Can the provider specify what the 'unassigned CLI ' actually is? Might point you in the right direction, What CLI table is specified for outbound calls, and is it properly configured? Does your provider require 10 or 11 digits for outbound CLI? Do you have another number on the PRI that isn't the main ID number or a DID, such as an old roll-over that you can set an extension to in 2.3.4 to test outbound with?
Try going straight from the ONT to the TEPRI for the heck of it. What is the Adtran actually doing for you?
As a LEC/ILEC/CLEC providing PRIs over fiber, I can tell you the provider isn't always correct. My guess is they need to check some of their setting as well. Some box isn't checked somewhere. Happens in my switch room from time to time...
