I got a replacement STSe KSU from PC liquidations I told them it must be a 3.0 sw. I got 1.00 and the system has a DECT on it. I have some KSU that won't complete boot-up could I use a PMU that has 3.0 software from one of those?

yes you can throw the PMU in it. Default it and load your back up database you'll be good to go
