I have a 7200s with an OAS card installed. The OAS card gives me options for MGI and Mobex and or both. My question is do I still need to pay for a license key or can I assign the OAS card instead. Prob a dumb Q but once my tutorial license is off I cant even get to VM all I get is "no mgi channels available"

No, just set the OAS card to MGI and then put in the corresponding channels from the card into MGI groups. You should be good to go after that.

Should I see the available MGI channels count under Resources 2.4.1 it says 0 available ?

No, that's for mgi licenses only.
As long as you've set your oas card mode to include mgi channels, and put those channels in the required mgi use tables then you're set
