Hi does anyone know it rel 4 auto attendant can transfer a call off premise to an answering service
like example if you know your party's ext # please dial it know or to reach our after hours answering service please dial 3

Only if you have an ACS R6 or higher, and can use Remote Call Forward to send an extension to the Answering Service. Centrex Transfer from a selector code was added in VS Release 5, and of course you need Flash/Transfer/Disconnect configured on the phone lines
