It looks like a Micro$oft update in the last couple days broke our dial up L2TP vpns. This CLI command appears to undo the problematic KB and fix the problem (for now...) wusa /uninstall /kb:5009543

When communicating with older hardware I have found in windows 10 that SMB 2 is installed in lieu of SMB 1 which is needed.
Not sure about windows 11 but on windows 10 you can install smb 1 concurrently with smb 2 in the activate windows features area.
They can run side by side
