Axxess 8.1
Trying to setup a Phantom Extension to enable a # to route to a Voicemailbox, I cannot seem to find a way to create a phantom or Virtual phone to allow this.
Is this possible on this version?

There are no phantom extensions in 8.1. You'll have to use an unused digital station port or single line port.

You should be able to create an MDPM phantom. Go to System / Cabinets / DKSC-16 and change one of the ports from Keyset to Keyset/MDPM. You can use the MDPM port as a phantom device.
Just watch that you don’t try to exceed the number of ports the CPC is licensed for.

"to enable a # to route to a Voicemailbox" so why can't you just make # go to the mailbox? In the CRA change # to go to a mailbox in place of an ext and put in the mailbox number
