Has anyone seen this error when starting netphone:

The application failed to initialize properly (0xc0000022). Click on OK to terminate the application.

Netphone will not open. It will work if I put the user in the local admin group but I can't leave them in there. It won't work as a power user. I have given them full control over the directory. I've also went as far as rebuilding their profile on the machine and still no luck.

Currently affecting 3 users - 1 running Win 7 32 the others running xp.

Any help would be appreciated.
